    LEGAL NOTICE
    INVITATION TO BID

    May 27, 2009

    NOTICE IS HEREBY GIVEN that the San Ramon Valley Fire Protection District (the “DISTRICT”), of San Ramon (Contra Costa County), California, hereby calls for sealed bid proposals for the furnishing of all materials, skilled labor, transportation, equipment and all necessary services required for the:

    Construction of New Fire Station 36 Annex Building
    2001 Lusitano Street, Danville, CA 94506

    Each proposal is to be in accordance with the Bid Package, which will be available for review at the offices of the DISTRICT, located at 1500 Bollinger Canyon Road, San Ramon, CA 94583. The District’s office hours are 8:00 AM to 5:00 PM, Monday through Friday. A complete set of the Project Plans and Specifications may be obtained for a refundable fee of $175.00 per set from the offices of the Architect, ATI Architects & Engineers, at 3860 Blackhawk Road, Danville, CA 94506. Plans can be sent 2nd day FedEx for an additional (non-refundable) charge of $75.00 per set. Contractors interested in having the Bid Package mailed to them should contact Monette Lau at the Offices of the Architect at (925) 648-8800 to make those arrangements. Individual Plan sheets or Specification sections will NOT be provided. Plans and specifications will be available beginning June 1, 2009.

    Each Bid Proposal shall also be accompanied by a BID BOND in the amount of 10% of the submitted Bid, executed in favor of the San Ramon Valley Fire Protection District.

    There will be a MANDATORY Pre-Bid Meeting held on June 11, 2009 at 10:00 AM. The meeting will take place at 2001 Lusitano Street, Danville, CA 94506. Failure to attend this meeting will render the Contractor ineligible to participate in the bidding process. Bidders are cautioned that they are expected to visit and inspect the site, and the surrounding area, and are expected to be aware of logistical conditions and/or restrictions that may affect their ability to perform the Work, or which may have an impact on the pricing for the Work.

    Official Bid Forms will be supplied in conjunction with the Bid Documents (bound within the Specifications). All bidders must have a current California ‘B’ General Building Contractor’s license at the time they submit their bid proposal.

    No Bidder may withdraw his/her bid for a period of sixty (60) calendar days following the date of opening, thereof, except that the District may release all bidders and return their Bid Bonds, excepting those bidders deemed to have submitted the three (3) lowest bid quotations. The bid security shall be given as a guarantee that the bidder, if awarded the Work, will enter into a Contract with the District for the performance of the Work, and will furnish the additional and required bonds.

    The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the Contract Price, and a Labor and Material Payment Bond, also in the amount equal to 100% of the Contract Price. Such bonds shall be secured from a surety company satisfactory to the District.

    All Bids shall be submitted in a sealed envelope and delivered to the offices of the DISTRICT at 1500 Bollinger Canyon Road, San Ramon, CA 94583, no later than 3:00 PM according to the District’s official clock on Thursday July 9, 2009, at which time they will be opened and examined for compliance with the Instructions to Bidders. The quotations will be subsequently submitted for consideration to the San Ramon Valley Fire Protection District’s Board of Directors at their July 21, 2009 meeting at 7:00 PM.

    The Contractor shall be required to complete the work in accordance with the Bid Plans and Specifications, to the satisfaction of the District, the Construction Manager, and the Architect.

    Bidders are further advised that pursuant to the statutes of the State of California, and/or local laws thereto applicable, the District has ascertained the general prevailing wages and the rates for regular, overtime, and for legal holiday work in the locality in which this Work is to be performed, and has done so for each craft, trade, and type of mechanic to be utilized by the Contractor. Said rates of wages shall be included by the Contractor in the assembly of their Bid Proposal and will be included in the Contract for the Work. It shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor thereto, to pay not less than the said rates of wages to all persons employed by them in the execution of the Contract.

    In accordance with the Government Code, Sections 4100 and 4113, all bidders shall list, as provided for on the official Bid Form, each subcontractor and the related element of the Work to be performed by that subcontractor, relating to the Contract, for any subcontract for which the value exceeds one-half of one percent (0.5%) of the Total Bid Amount.

    The San Ramon Valley Fire Protection District reserves the right to accept or reject any or all bid proposals, and to waive any or all formalities in the bid.

    Upon signing and submitting of the official Bid, each bidder certifies that he/she will comply with and adhere to all applicable Federal, State, County and local statutes, laws, codes and ordinances in the construction and delivery of this project.
