Finance

    The Finance Division oversees District accounting and budgeting, cash management and investments, accounts receivable/payable, payroll, purchasing, fixed assets, and preparation of the Comprehensive Annual Financial Report (CAFR). The Finance Division is managed by the District's Finance Supervisor under the direction of the Administrative Services Director. The Fire Chief serves as the Treasurer for the District.

    Comprehensive Annual Financial Report
    In 2008 the District received the highest form of recognition for the eighth consecutive year in the area of governmental accounting and financial reporting for its 2008 Comprehensive Annual Financial Report (CAFR). The 2009 CAFR has been submitted to the GFOA for award consideration. A Certificate of Achievement for Excellence in Financial Reporting was presented to the District by the Government Finance Officers Association (GFOA) of the United States and Canada. The certificate is awarded after a CAFR is reviewed by an impartial panel of accounting professionals and judged based on generally accepted accounting principles.

    Annual Operating Budget

    The District's annual operating budget is prepared by the Finance division staff in close consultation with the Fire Chief to meet the policy goals of the Board of Directors. The budget is a detailed public plan of the expected revenues and intended expenditures of the District for each fiscal year, which begins July 1st and ends June 30th. The development and ultimate adoption of the budget requires considerable effort by the entire management team. The budget represents a one year implementation of the District’s Five Year Business Plan stated in monetary terms.

    The 2009-2010 Annual Operating Budget was adopted by the Board of Directors on June 23, 2009. The budget carefully balances planned expenditures with anticipated revenues and projects a year-end General Fund reserve of $32,527,364, slightly above the June 30, 2009 level. Total services and supplies expenditures in the Fiscal Year 2009-2010 budget were reduced by 8.83% from the previous year level and overall General Fund expenses increased by less than one-tenth of one percent to $51,502,336. The Budget also includes $8,135,900 in Capital Improvement Program (CIP) expenditures and $2,416,509 in debt service obligations. The Budget is consistent with the Strategic Plan adopted on February 25, 2009.
